to the governor of nevada giving his state of the state address giving out this particular issue. [video clip] >> i announced nevada would comply with the affordable care act as they related to the expansion of medicare services. as a result, some 78,000 more nevadans will have coverage without facing the new tax penalties imposed by the affordable care act. [applause] the federal law allows us to shift the mental health and other state spending to other sources say. the general on nearly $25 million over the biennium. over the next six years, this will create up to 8000 new health-care jobs and inject over half a billion dollars into where state's economy. as i noted before, we must increase taxes to bear the increased cost of the affordable care act, but the issue of the long-term health care costs remain. as such, i believe we must ask certain medicaid patients to have a modest contribution. i will insist nv will be able to opt out of the expansion program in early -- in later years should circumstances change. wednesday if you are traveling this morning out of nevada southbound to lucas valley road you can see the headlights are traveling beyond the marin ymca with no fog here. no fog on waldo and golden gate bridge is clear with crews configuring southbound commute to four lanes with road work in the north part of the spokesman northbound down to one lane and southbound was two so they are reconfiguring now for the morning commute. road work eastbound four, the reverse commute direction until 6:00 a.m. and westbound is looking good out of antioch you can see speeds at the limit and 20-minute drive toward concord. from the central valley we have fog reported around 205. otherwise, it is moving at the limit up and over the pass into the dublin/pleasanton interchange and road work on the peninsula until 5:30 this morning northbound and southbound 101 between poplar and 92 in both directions. >> you could get your tax refunds her this year with the i.r.s. watching slight delays are possible because it will start processing most tax returns at the end of the month a week later than planned beca

, where we have chain controls for interstate 880, colfax to the nevada state line and around highway 50. there you see the system sliding east of the sierra. we'll toss some late day clouds our way. overall, another cool, breezy afternoon. lots of sunshine here hour by hour as we head into the afternoon. our high temperatures only running into the 50s. for the sierra, a good year for snowfall. you'll see another good two to three inches in the next 24 hours. low to mid-50s around san francisco and the coast, where it's going to feel a little bit cooler, even with the sunshine today, thanks to the cool, chilly winds out of the southwest. as we head toward wednesday and thursday, high pressure is going to center itself over northern california, which will boost our temperatures up. and be looking at mid-60s at least in the warmest spots. second half of the weekend it looks like we'll carry that forecast into next weekend on a dry note. >> that's fantastic. good news. like to see the warmer temperatures coming back. >>> much more ahead on "today in the bay." coming up, are terrain parks be

nevada and is a gun owner, obviously it's hard for him but he's not up for re-election for four years and that if he runs again. there are many democrats up in 2014 from pro gun states who will be really vulnerable voting on something an assault weapons ban. i think what -- sort of a back door escape for the senate will be to put this pressure on the floor that would allow for an assault weapons ban but leave it open to amendment, in other words, it could be weakened easily by other amendments on the floor. it will kind of give cover to democrats who will be vulnerable from this, but the ultimate result will be, i think, just universal background checks. that's the maximum you're going to see here just for political reasons. and i think that even if the future, it's going to be hard, even if the congress is democratic on both sides because democrats are vulnerable on this issue as well as republicans. >> our power panel, thanks for being patient where me. i appreciate it. i appreciate your time. of course, we are following this breaking news elsewhere today coming out of massachusetts

measurement of the snow in the sierra nevada and guess what! yup. 134% of normal. looking good so far. of course, that means nothing of in we completely dry out right now. but so far, so good. lots of snow, lots of water in the high sierra. we are dry though now in the bay area. well, those temperatures are getting cold in spots. 27 degrees right now in napa. 29 in concord. 28 degrees in santa rosa and 30 degrees in livermore. going to see widespread frost around the bay area again this morning. if you are heading out another cold start to the day. afternoon sunshine then the temperatures right around cease until for this time of year. changes by the weekend though. we could see a couple of showers move back in. but for today, high pressure holding on. starting to slide eastward now. we'll see a few high clouds from this weak system making its way into far northern california. other than that we are going to keep things nice and dry. around the state, maybe some showers toward the eureka area but nice and dry into the centra valley. 50s in fresno. 44 lake tahoe. 47 yosemite. 59 monter
